roads increase movement for land units, the effect for mechanized is bigger than for infantry. mechanized land units can enter even mountain tiles by roads. while movement is increased, combat modifiers of any terrain below (desert, swamp, woods, mountains) are still valid and roads have no effect on them. units on bridges have decreased both attack and defense modifiers.
